This is Tara in the manga of shippuden. This is during the war against Madara (Tobi! :D) Heres the story of this picture. Itachi had been friends with Tara's sister Akazane the bat sister at a young age. Then she was killed for the sake of Itachi. Then a man confronts Itachi and shows the corpese of Akazane standing and at the age she should currently be in. Then he makes a deal, kill Naruto and she will be resurected. Tara then swoops in and grabs Akazane. Tara is enraged and now we're back to the picture. (The reason Tara is wearing that is because she wanted to show Naruto her respect for him so she's wearing this it looks like the girl outfit 4 Naruto!)
